Competency of drivers at the recruiting stage

The Fleet Safety Forum and Brake document entitled Driver Assessment and Monitoring: an Information Sheet for Fleet Managers states that there are easy wins for checking drivers' competence at the recruitment stage (page 2). It also lists things that you should be doing pre appointment.
